Maryland Governor Announces Judicial Appointments

Occupation of the post in Washington County District, Anne Arundel, Baltimore County Circuit Court

ANNAPOLIS, MD (STL.News) Governor Larry Hogan announced the judicial appointments of Victoria Jeanne Lobley to Washington County District Court, Wendy Anne Zerwitz Schenker Epstein to Baltimore County District Court, and Delegate Michael Edward Malone to the District Court of Anne Arundel County.

“Appointing qualified individuals to our state’s entire judicial system is paramount to upholding our responsibility to the people of Maryland and the rule of law,” said Governor Hogan. “I have every confidence that Mrs. Lobley, Magistrate Epstein, and Delegate Malone will continue to be strong advocates for the law and will continue to serve the citizens of their respective counties and Maryland with honor.”

Victoria Jeanne Lobley has practiced as an individual attorney since 2015 under the name Lobley Law Office, LLC. She has a general practice with a focus on criminal defense and family law. Before starting her own company, she worked as a partner at Cheeatow & Lobley, LLC for four years. She also served as an assistant public defender in Washington County from 2003 to 2004. She received her BA from the University of Maryland, College Park. She received her JD from the University of Baltimore, School of Law and her LL.M. in taxes from Georgetown University Law Center.

Wendy Anne Zerwitz Schenker Epstein has been a family lawyer in the Baltimore County District Court since 2014, where she directs family and youth affairs and the Family Recovery Support Program. Under her leadership, the Family Recovery Support Program has expanded to include comprehensive support programs to litigants battling chronic substance abuse problems. Prior to her appointment to the magistrate, she worked with her father in private practice for 22 years, specializing in family and criminal law, and was a part-time moderator for the Baltimore County District Court for five years. She received her BA from Western Maryland College (now McDaniel College) and her JD from the University of Baltimore, School of Law.

Michael Edward Malone has been a delegate since 2015, representing District 33 in Anne Arundel County. He is currently a member of the Judiciary Committee and a member of the Republican Judicial Committee. He has been working as a solo practitioner with a focus on family law in the law firm Michael Malone in Gambrills since 2007. Before starting his own practice, he spent most of his career as an associate at Glen Burnie, practicing with Robert Fuoco, a general practitioner. From 1992 to 1993 he served as Legal Counsel to the Honorable Marvin S. Kaminetz, Circuit Court of Maryland for St. Mary’s County. He received his BS from West Virginia University and his JD from the University of Baltimore, School of Law.
