Judicial appointments made in federal, Alberta, N.B., N.L., Sask. courts

Mandy Aylen, a new judge at the Federal Supreme Court, replaces Judge Jocelyne Gagné, who was appointed Deputy Chairwoman of the LLP on December 12, 2018. She has experience handling matters that include domestic and international commercial arbitration, procurement and government contracts, trade and customs compliance, immigration and access to information. She earned her Bachelor of Laws from Queen’s University and was admitted to the Ontario bar in 2002.

Dr. Vanessa Rochester, Appointed Judge of the Federal Supreme Court, replaces Judge George Locke, who was appointed to the Federal Court of Appeals on March 7, 2019. Rochester worked as a legal advisor to Norton Rose Fulbright Canada LLP in Montreal and practiced maritime and transport law, intellectual property law, and private and data protection law. She received her BCL and LL.B from McGill University and her LL.M. and Ph.D. in Law of the Sea from the University of Cape Town. She is admitted to practice in Quebec, England and Wales.

Monica Biringer, who has been appointed Judge in the Canadian Finance Court, replaces Judge Monaghan. Biringer, co-chair of the National Tax Department at Osler, Hoskin & Harcourt LLP in Toronto, has worked on tax disputes and litigation, as well as corporate tax planning. She was called to the Ontario bar in 1986 and received her law degree from the University of Toronto.

L. Bernette Ho has served as Appellate Judge in the Alberta Court of Appeals since August 4, replacing Calgary Judge JD Bruce McDonald, who was appointed adjunct judge effective August 31, 2018. Ho, a former judge of the Court of Queen’s Bench of Alberta in Calgary, practices with Macleod Dixon, now known as Norton Rose Fulbright Canada LLP, specializing in energy regulation, labor, administrative law and commercial disputes. She earned her LLB from the University of Alberta and was admitted to the Alberta Bar in 1996.

Anne Kirker, a new appellate judge to the Court of Appeal of Alberta, replaces Calgary Judge Brian O’Ferrall, who was elected adjunct judge effective March 3. Kirker, a former judge on the Court of Queen’s Bench of Alberta in Calgary, has experience in civil litigation and complex commercial and professional liability matters. In 1991 she graduated from the University of Calgary with a law degree.
